There could be multiple points of contact, including staff data entry at key contact points with the council. Counsellors, or other local people could help with that too. Interest in a platform will be dependent on there being a transparent and robust followup procedure and in seeing some results on the ground as a result of its use.
Good for asynchronous discussions - at time convenient to anyone to contribute.
