Safe and secure bicycle parking in city centres

There is hardly any secure bike parking in the city centre apart from at the railway station. People are reluctant to leave their expensive , or even inexpensive bikes chained to railings or lamp posts where they are easy to steal. There is loads of car parking in Preston why not bike parking? Give up the ground floor of a central car park , install proper lighting ,appropriate stands to lock bikes too and CCTV. It works in Holland, in Cambridge ( though there is not enough of it )

There have been bicycle thefts from Preston train station lockable bicycle parking. Community police know about this.
