Money could be used to promote freecycling+Friday-Ad freestuff ads/websites. Putting Free "Wanted" notices in council property/supermarkets etcs, Encouraging trades people to recycle/freecycle goods they are replacing.
Folk enjoy getting "wanted" stuff for free and it's good to recycle useful household items, People hoard and this scheme would promote sharing. There is such a need for this scheme as it’s a shame and negative to waste perfectly reusable items.
