As one who has effected far more change in my locality as a citizen than an employee for many of the reasons you describe, I share your desire for a speaker who can enlighten us as to how to catalyse this sort of change.

I'm not sure that Guinan’s Next System approach is best way of effecting the desired change. I would prefer a speaker advocating a more collaborative contextually sensitive approach where communities co-create solutions with relevant local institutions, albeit often protests and concerted campaigns are required to trigger this.
